# Plans on PPS's own dashboard measures

Measures and wording from PPS's rightsizing dashboard (https://www.pps.net/about/portland-public-schools-information/rightsize/dashboard, v1.1 Oct 15 2026). 2031-32 basis; "sustainable" = at or above 360 (K-5), 500 (K-8, 6-8), 1,100 (9-12) that year. Our model's figures (model v2 on PSU July 2026 Table 5.5), so Status Quo and PPS A/B rows show how close we get to PPS's own (in brackets).

| Plan | Schools closed | % Sustainable Schools 31-32 | % of Students in Sustainable Schools 31-32 | K-8 students moved | K-5 within 1 mi / 1.5 mi | 6-8 within 1 mi / 1.5 mi | % Efficiently Utilized 31-32 |
|---|---|---|---|---|---|---|---|
| Status Quo 2027-28 (PPS map; Jefferson dual assignment ended) | 0 [0] | 28% [26%] | 50% [48%] | - | 72% / 89% [65% / 81%] | 40% / 60% | 32% |
| PPS Scenario A (digitized PPS maps) | 14 [14] | 69% [67%] | 81% [80%] | 27% [27%] | 63% / 86% [55% / 78%] | 30% / 54% | 53% |
| PPS Scenario B (digitized PPS maps) | 11 [11] | 57% [59%] | 73% [74%] | 23% [24%] | 65% / 87% [58% / 79%] | 30% / 54% | 46% |
| Boundary changes, same closures: PPS A's closures, programs and high-school lines; new elementary lines (Sunnyside and Abernethy south of I-84); middle lines as before (minimum 500) | 14 | 97% | 98% | 38% | 68% / 89% | 28% / 50% | 65% |
| Boundary changes, smaller middle schools: as Boundary changes, same closures, with a middle-school minimum of 460 and at most 3 elementary schools split between middle schools | 14 | 90% | 93% | 38% | 68% / 89% | 29% / 53% | 68% |
| Plan D (a board member's alternative, per the Oregonian 2026-10-20), as written: Status Quo lines, grade setups and immersion programs; closes Creston, Buckman, Woodmere, Sabin, Irvington, Peninsula | 6 | 40% | 60% | 7% | 68% / 87% | 40% / 60% | 36% |
| Current best: fewer DLI moves, sustainable schools | 14 | 97% | 98% | 37% | 71% / 90% | 30% / 54% | 63% |
| Previous best: no program swaps | 14 | 97% | 98% | 38% | 70% / 90% | 28% / 52% | 65% |
| Plan D (a board member's alternative, per the Oregonian 2026-10-20), every school held to 360: Plan D's buildings and programs (no immersion moves), elementary and middle lines solved so every open school aims for PPS's 360 / 500 every year 2027-28..2031-32; poverty weight 0.5; high-school lines Status Quo | 6 | 73% | 83% | 36% | 69% / 88% | 39% / 57% | 46% |
| Plan D (a board member's alternative, per the Oregonian 2026-10-20), lines redrawn: Plan D's buildings and programs, elementary lines re-drawn by the solver: Vernon (K-8, 500) and MLK Jr (K-5, 360) at PPS target every year 2027-28..2031-32 and walkable; every other school exempt from the floor but held at or above its Status Quo size, under capacity, and priced to stay near today's lines (move 0.5). Middle and high lines Status Quo; Vernon's middle grades follow its elementary area; middle lines re-solved (K-5 lines copied from planD_redraw) so no middle-school area is cut off | 6 | 43% | 63% | 19% | 75% / 91% | 42% / 63% | 47% |

How these are computed: schools closed = buildings open in our Status Quo minus open in the plan (our model carries 76 Status Quo buildings; PPS counts closures of its own list). Sustainable and students-in-sustainable use all students (neighborhood + immersion + focus) in 2031-32, from each run's schools.csv. Moved = K-5 and 6-8 neighborhood students zoned to a different school than Status Quo (PPS's K-8 measure). Within 1 / 1.5 mi = our network walk to the assigned school (scorecard.json pct_within_1.0mi / pct_within_1.5mi); PPS does not publish its method and its shares run a few points lower. Efficiently utilized = 2031-32 total between 70% and 100% of the building's Status Quo capacity. Computed by build/solver/pps_scorecard.py.
